ESVA - Interim Arrangements for
Enforcement of Enhanced Requirements
|
The June Sva Newsletter set out details of the ESVA scheme,
including how to demonstrate compliance.For the majority of
commercial imports of Japanese specification vehicles, this
will involve testing to European Emissions and Noise Standards
and additionally for all 4 x 4 vehicles with a separate chassis
and forward-control vehicles manufactured from 1st October 1997,
a comparison of the design of the steering wheel, column and
front structure with a European type approval version of the same model.
Although the procedures for doing these tests and compiling model
reports have now been agreed with the authorised test laboratories
(as like in the June Newsletter and up-dated in this one),it has not
yet been possible for applicants and laboratories to gain sufficient
experience with these procedures to be fully confident that they will
work satisfactorily from 1st August 2001. There is also the need
for experience to be gained with allpication of model reports to
checking subsequent examples of models at VI test stations.
In view of this and the need to introduce the enhanced scheme in
a way, which will ensure business continuity, we have decided that
for applications received before 1 November 2001, vehicle which have
been demonstrably approved to Japanese standrads (eg de-registration
document available) will be accepted as having sufficient evidence to
demonstarate compliance with the enhanced requirements, without the
need for test results, or model, reports in the specified format from
an authorised laboratory. In addition,any other evidence of compliance
with the enhanced requirements should be provided but this may be in
any format and from any source,not necessarily as specified by the model
reports or from an authorised laboratory, although this would be preferable.
These are temporary arrangements to take account of the need
to gain experience of operating the laboratory testing and model
report procedures. However, the arrangements will not be extended
beyond 31 October and now that the procedures have been agreed
with the laboratories, all prosoective applicants who intend to use
the scheme are urged to take advantage of this 3 months period
to get their vehicles fully tested and model reports generated
so that these can be used on a trial basis,providing the opportunity
to resolve any problems before 1 November.
