What is Enhanced Single Vehicle Approval ( ESVA ) ?
|
Generally, E S V A will apply to commercially trade cars and light good vehicles
for which no certicates are available to demonstrate conformity with a valid EC
or national type approval. Usually these are vehicles that are not manufactured
for the European market. They will have to meet the basic SVA requirements
as well as additional safety, environmental and security aspects namely :
# brakes ;
# crash safety ;
# seat belt installation and anchorages ;
# exhaust emissions ( including CO2 ) ;
# noise ands silencers ;
# anti-theft protection.

Notes : (*) The requirements of the relevant Directives applies to
vehicles manufactured from this date.
(#) All vehicles subject to SVA
For these additional requirements, the European Standard (or certain equivalents)
for that aspect of the vehicle and appropriate to the age of the vehicle will have
to be met.
Exemptions
Some vehicle types will not have to meet these additional provisions.
Exempt classes of vehicle are left hand drive vehicles, persoanl imports
very low volume production vehicles, amateur built vehicles, vehicles
manufactured using parts of a registered vehicle, disabled person's vehicles
and rebuilt vehciles. However, a basic SVA examination will still be required.
In all cases, SVA ( whether enhanced or basic ), is only required for vehicles
less than 10 years old, which require first licensing and regitration in Great
Britain. SVA remains available as an option for all other cars and light goods
vehicles.

NOTE :
From 1 February 2001, the term "personal import" means a vehicle imported
for personal use by an individual who has resided outside the UK for at least
12 months and used the vehicle outside the UK for at least 6 months.
Appication Procedure
Applications for ESVA will need to be made on a revised SVA application form.
This application, together with original copies of any supporting documentation
and the required fee, should be sent to :-
Vehicle Inspectorate, 91/92 The Strand, Swansea SA1 2DH.
Demonstrating Compliance
For a given vehicle, the method of confirming that it meets the requirement will
vary according to the country of origin, the market that it was intended for and
the age of the vehicle. In any cases the technical standards that apply in other
Non-European countries ( Japan, the United States and Canada for example )
are the same or very similar to those required in EEA Member States. These
have been indentified in the Inspection Manual. Compliance with the enhanced
standards may be demonstrated by one of the following methods :
* either test to the requirements at an authorised test laboratory, or
* provide proof of meeting equivalent requirements in the country of origin
(by de-registration document etc providing that it is possible to conclude
from these the standards to which the vehicle was built).
Vehicle Imported from Japan
Where vehicles have been imported from Japan, evidence that the vehicle was
approved there will be taken to confirm that the vehicle meets some (and in
certain circumstances all) of the requirements.For a used vehicle,an original
de-registration document will serve this purpose. Where the vehicle is new,
a manufacturers certificate of completion will be enough. The extent to which
further indeoendent tests ( ie not capable of being conducted at the VI test
station ) need to be conducted will depend mainly on the age of the vehicle.
Where a vehicle has a date of manufacture on or after 1 January 1997,
additional evidence will be needed to demonstrate that the vehicle is capable
of meeting the emissions and noise standards that apply in Europe after that
date.The evidence required will be provided from an authorised test labotatory
to confirm that the vehicle has been tested in accordance with the requirements
of the relevant emissions and noise Directives. Additional tests are necessary
as the standards in Europe are more demanding than they are in Japan. It is
likely that some modifications will be needed to actieve the European standards.
If the vehicle was built before 1997, compliance with all the requirements
can be confirmed by either one of the documents mentioned above, unless the
vehicle is either 4 x 4 with a separate chassis or a forward control
vehicle. In these cases ; evidence of Japanese approval will need to be
supported by a report from an authorised test laboratory confirming that the
design of the steering wheel, steering column and structure forward of the
A-post are the same as a vehicle with European type approval. The reason for
the additional test is because the protective steering standards in Japan are
less demanding than those in Europe.
Vehicle Imported from Countries other than Japan
There are also some standards in other countries that we have recognised as
being sufficiently similar to those that apply in Europe, such as the safety
standards that apply in the United State, Canada and Australia.
On the other hand, vehicles produced for use in developing countries are unlikely
to have been built to standrads that we are prepared to recognise as being
comparable to those in Europe. Examples of such vehicles will probably require
testing by an authorised requirements ( including destructive tests ) before a
Minister's Approval Certificate can be issued. Modifications will almost certainly
be required, and it is possible that some vehicle types cannot be converted
economically to comply with European standards. Remember though that left hand
drive vehicles only require a standard SVA examination.
Anti-theft equipment
All vehicle manufactured after 1 October 1998 will require an immobiliser approved
to EC standards of equivalent to be fitted, together with a certificate from an
approved installer.
